Many Wisconsin counties bordering Minnesota are underreported because Wisconsin does not receive routine case submissions from some Minnesota hospitals that diagnose and/or treat Wisconsin residents who receive all of their care in Minnesota. In particular, WCRS has not received case data from the Mayo Clinic in Rochester, MN since 2001 (the Minnesota facility with the largest Wisconsin resident caseload). This results in artificially lower incidence rates for many of the border counties.
